(AP) ? The Hispanics with the highest profiles in this year's political conventions, Sen. Marco Rubio of Florida and Mayor Julian Castro of San Antonio, stand as opposites in a cultural and political split that has divided millions of U.S. Latinos for decades.

Republicans chose Rubio, who is Cuban-American, to introduce Mitt Romney at the party's convention last week. Democrats, meeting this week in Charlotte, N.C., picked Castro, who is Mexican-American, as keynote speaker, the role that launched a young Barack Obama to national political prominence.

Although they often are lumped together as Hispanics, Rubio and Castro are emblematic of acute political distinctions between Mexican-Americans, who are the largest Latino group in the U.S., and Cuban-Americans, who are the most politically active. Despite their shared language, these two constituencies have different histories in the United States and are subjected to distinctions in immigration policy that go easier on Cuban immigrants.

"Historically, many Cuban-Americans for the last few decades have tended to be a little more conservative. So it's not surprising that you would see Sen. Rubio and the Republican nominee for Senate in Texas, Ted Cruz, running as Republicans," Castro told The Associated Press. "And I don't begrudge them for that. I think the policies they espouse are wrong, are not the best ones. But, you know, they're doing what they believe. And I applaud them for that."

Rubio, 41, was born in Miami. His parents left their native Cuba for the U.S. 2? years before Fidel Castro overthrew the Cuban government. Fifty-nine percent of Cubans in the U.S. in 2010 were foreign-born, according to the Pew Hispanic Center, and three-quarters were American citizens.

Julian Castro, 37, was born in the U.S., as were his parents. Almost 64 percent of people of Mexican descent in the country are U.S.-born, according to the Pew Hispanic Center.

Moises Venegas, a retired Mexican-American educator and Latino community activist in Albuquerque, N.M., said the two groups have little in common besides an historical connection to Spain, and Spanish surnames.

"The Cubans have never been one of us," Venegas said. "They didn't come from Chihuahua or Sonora in Mexico and from poor backgrounds. They came from affluent backgrounds and have a different perspective. The Republican Party also has opened doors just for them."

Pedro Roig, a Cuban-American attorney and senior researcher at the Institute for Cuban and Cuban-American Studies in Miami, disputed the notion that there is significant rivalry between the groups. He attributes divisions between Cuban- and Mexican-Americans in part to geography and noted that many in the Cuban community admire Castro's selection as the Democrats' keynote speaker.

"Sometimes Cuban-Americans, we have created an enclave in the area of South Florida, which is much more limited than the Mexican settlement in the United States," Roig said.

Of the 52 million Latinos in the U.S., 33 million are of Mexican descent, followed by 4.7 million who are Puerto Rican and 1.9 million of Cuban descent, Pew Hispanic Center numbers show. The remaining 10 largest Latino groups are Salvadorans, 1.8 million; Dominicans, 1.5 million; Guatemalans, 1.1 million; Colombians, 972,000; Hondurans, 731,000; Ecuadorians, 665,000; and Peruvians, 609,000, the center reported.

In 2008, 9.7 million Latino voters cast ballots in the presidential election, and 5.2 million were Mexican-Americans, about 45 percent of eligible Mexican-American voters, according to Pew Hispanic Center data. When it comes to showing up at the polls, however, Cuban-Americans outpace Mexican-Americans ? some 713,000 Cuban-Americans showed up to vote in 2008, 69 percent of eligible Cuban-American voters, the center found.

Obama won 47 percent of the Cuban vote in Florida that year, according to data from The Associated Press.

In Texas, some Republican candidates garner roughly 30 percent of the Hispanic vote, which is overwhelmingly Mexican-American, said Antonio Gonzalez, president of the San Antonio-based Southwest Voter Education Project.

Immigration is the greatest source of division between the groups, with Cubans having an easier and faster route to legal residency and citizenship. Early migrations of Cubans included upper- and middle-class families, but people who came to the U.S. during the 1980s Mariel boatlift were not as well-off.

Cuban-Americans began embracing the GOP in the early 1960s after the Bay of Pigs invasion, which failed to topple Fidel Castro. The loyalty deepened after President Ronald Reagan courted Cubans with his anti-Castro policies.

The U.S. amended the Cuban Adjustment Act of 1966, which had provided Cubans in the country with temporary visas and a path to legal citizenship, with what is known as the "wet foot, dry foot policy." The 1995 measure allows Cubans who reach American shores, "dry foot," to apply for legal residency and eventually citizenship. Cubans who are intercepted at sea, "wet foot," are returned to Cuba or sent to another country that will accept them.

By comparison, Congress has for years refused to rewrite immigration laws to provide U.S. residency for immigrants in the country without legal permission, many of whom are from Mexico. It also voted down a bill that would have given residency to immigrants brought to the country by their parents who entered or stayed illegally.

While some Cuban-Americans have hoped for decades for a return to a free Cuba, many Mexican-Americans recognize parts of the U.S. as historically Mexican. "We didn't cross the border, the border crossed us," is a favorite refrain. Mexican immigration has fed much of the U.S. population growth in recent decades.

DeeDee Blase, founder of the Arizona-based Tequila Party, an independent political group made up largely of Mexican-Americans, said Cuban-Americans have failed to support policies important to Mexican-Americans, like immigration reform and health care, while wanting Latinos to rally around the trade embargo on Cuba. Blase is Mexican-American.

Guarione Diaz, outgoing president of Miami-based Cuban-American National Council, said resentments are disappearing as more Mexican-Americans have moved to Miami and more non-Cuban politicians are elected to offices with heavy Cuban support. Intermarriage between the groups has bridged the divides along with growing Latino unity around equal access issues, Gonzalez said.

Rain gives Roddick at least 1 more day

NEW YORK (AP) ? Black hood pulled up over his head, ice bag resting on his shoulder, Andy Roddick walked briskly into the parking lot to catch his waiting ride.

No time to linger or soak up memories at Flushing Meadows for the soon-to-retire former champion.

After a rained-out night at the U.S. Open, he had to get ready for a quick turnaround and what he hopes will be a quick start when things resume Wednesday afternoon in his match against Juan Martin del Potro.

When Roddick returns to Arthur Ashe Stadium, he'll be receiving serve with a 1-0 lead in the first-set tiebreaker.

Roddick was forced to sleep on the tie Tuesday night after going up an early break but giving it back when del Potro took advantage of three straight unforced errors to break in the ninth game, then held serve to even the set 5-5.

They played for 55 minutes after a day of on-and-off rain at the season's last Grand Slam tournament.

Nobody needed a rain delay worse than third-seeded Maria Sharapova, who lost the first four games against No. 11 Marion Bartoli before play was halted in the late afternoon. Trying to clear the way for the main event, the Roddick match, officials sent Sharapova and Bartoli home. They'll be the first back in Arthur Ashe Stadium when play resumes.

Other matches stopped in progress, also in the first set, included defending champion Novak Djokovic against No. 18 Stanislas Wawrinka, and No. 8 Janko Tipsarevic against No. 19 Philipp Kohlschreiber.

Watching it all Wednesday, when the forecast calls for an 80 percent chance of rain, will be No. 1 Victoria Azarenka and No. 4 David Ferrer. Azarenka defeated defending champion Sam Stosur 6-1, 4-6, 7-6 (5) and Ferrer beat No. 13 Richard Gasquet 7-5, 7-6 (2), 6-4.

Azarenka ended up with a tougher-than-expected afternoon considering the way the first set went.

"You don't want to know what I kept telling myself," Azarenka deadpanned. "I would have to beep that, I think."

Instead, she was covering her face with her hands with a look of disbelief when she won match point, then dancing to the music blaring over the loudspeaker. She will stay at No. 1 no matter what happens this week and her hopes of adding the U.S. Open to her Australian Open title are still very much alive.

"Definitely I don't want to stop. I really want it bad," Azarenka said. "I'm going to do absolutely everything I have, you know, to give it all here."

Azarenka and Ferrer were the latest to be overshadowed by 20th-seeded Roddick, who used the occasion of his 30th birthday last Thursday to announce he would retire after the U.S. Open. Since then, he's beaten the 43rd- and 59th-ranked players.

The seventh-seeded del Potro offers a whole different kind of challenge.

Standing 6-foot-6 and with a rangy, flat forehand, del Potro is the only man besides Roger Federer, Rafael Nadal or Djokovic to win any of the last 30 Grand Slam titles.

Roddick's biggest test so far began in front of thousands of empty seats, certainly owing to the rainstorm that sent fans streaming toward the exit that leads to the 7 train back to Manhattan.

But if Roddick needed fans to pump him up, it didn't show early.

Playing in muggy weather that had drops of moisture flowing off the brim of his cap, Roddick came out the aggressor, looking for any opportunity to get to the net, and the volley he smacked to end the third game glanced off del Potro's right shoulder.

Later, Roddick broke for a 4-2 lead and pumped his right fist when del Potro flubbed a backhand into the net.

Roddick held for 5-2, saving a break point along the way and displaying a varied repertoire: an ace, a drop-shot winner, a backhand winner down the line and an inside-out forehand passing shot.

But Roddick couldn't close out the set. Five times, he stood two points from wrapping it up, but couldn't get closer. When Roddick served for it at 5-3, he played a loose game, rolling his eyes after putting one backhand into the net, then sailing an approach shot long and rushing a forehand long. Del Potro broke there and eventually, as drops began to fall, they headed to the tiebreaker.

After only one point, an inside-out forehand winner by Roddick, chair umpire Carlos Bernardes stepped down to inspect the wet court and declared it unplayable. A few spectators booed. Roddick and del Potro sat in their changeover chairs for a few minutes, until being told the delay would be substantial enough that they could wait it out in the locker room.

About 10 minutes later, Roddick was in the lobby, saying hello to Kim Clijsters, now retired, but at the stadium to watch Roddick play. Roddick stopped briefly to take a few pictures with a group gathered near Clijsters, then headed to the parking lot for his waiting ride.

Cambodia arrests Pirate Bay co-founder

PHNOM PENH, Cambodia (AP) ? A co-founder of popular file sharing website The Pirate Bay was arrested in Cambodia at the request of Sweden, where he faces a one-year prison term for violating copyright laws, authorities said Monday.

Cambodian authorities arrested Gottfrid Svartholm Warg on Thursday at a home he had rented in the capital, Phnom Penh, said national police spokesman Kirth Chantharith.

"He is being detained in Cambodia and we are waiting to expel him," Chantharith said. Cambodia has no extradition treaty with Sweden but has requested details of Svartholm Warg's crime in order to process his handover, he said.

Svartholm Warg and the site's three other founders were convicted in 2009 by a Swedish court of assisting copyright infringement by helping millions of the site's users to illegally download music, movies and computer games. All were sentenced to one year in prison and ordered to pay 30 million kronor ($3.6 million) to entertainment companies, including Warner Bros., Sony Music Entertainment, EMI and Columbia Pictures.

Svartholm Warg failed to show up at an appeal hearing in 2010. At the time, his defense attorney told the court he had received text messages from Svartholm Warg's mother saying her son had fallen ill in Cambodia and would not appear in court.

The appeals court reduced prison sentences for the other three co-founders from one year each to between four and 10 months and raised the amount they have to pay in damages to the entertainment industry to 46 million kronor ($6.5 million).

All four defendants denied the charges, arguing that The Pirate Bay doesn't actually host any copyright-protected material itself. Instead, it provides a forum for its users to download content through so-called torrent files. The technology allows users to transfer parts of a large file from several different users, increasing download speeds.

Young Iraqis face religious fashion crackdown

BAGHDAD (AP) ? For much of Iraq's youth, sporting blingy makeup, slicked-up hair and skintight jeans is just part of living the teenage dream. But for their elders, it's a nightmare.

A new culture rift is emerging in Iraq, as young women replace shapeless cover-ups with ankle-baring skirts and tight blouses, while men strut around in revealing slacks and spiky haircuts. The relatively skimpy styles have prompted Islamic clerics in at least two Iraqi cities to mobilize the "fashion police" in the name of protecting religious values.

"I see the way they (police) look at me ? they don't like it," said Mayada Hamid, 32, wearing a pink leopard-print headscarf with jeans, a blue blouse and lots of sparkly eyeliner Sunday while shopping at the famous gold market in the northern Baghdad neighborhood of Kazimiyah.

She rolled her eyes. "It's just suppression." So far, though, there are no reports of the police actually taking action.

This is a conflict playing out across the Arab world, where conservative Islamic societies grapple with the effects of Western influence, especially the most obvious ? the way their young choose to dress.

The violations of old Iraqi norms have grown especially egregious, religious officials say, since the Aug. 20 end of Ramadan, Islam's holy month. In the last two weeks, posters and banners have been hanging along the streets of Kazimiyah, sternly reminding women to wear an abaya ? a long, loose black cloak that covers the body from shoulders to feet.

A similar warning came from Diwaniyah, a Shiite city about 130 kilometers (80 miles) south of the capital, where some posters have painted a red X over pictures of women wearing pants. Other banners praise women who keep their hair fully covered beneath a headscarf.

Religious officials speculate young Iraqis got carried away in celebrating the end of Ramadan and now need to be reined in.

"We support personal freedoms, but there are places that have a special status," said Sheik Mazin Saadi, a Shiite cleric from Kazimiyah, home to the double gold-domed shrine that is one of Shiite Islam's holiest sites.

He said the area's residents lobbied Baghdad's local government to ban unveiled women from walking around the neighborhood, including its sprawling open-air market that attracts people from across Iraq.

"The women started to follow to this order," Saadi said.

Government leaders in Baghdad say they've issued no such ban and ordered some of the warning posters removed. The rule "is only for the female visitors who go inside the shrine itself," said Sabar al-Saadi, chairman of the Baghdad provincial council's legal committee. "We think that wearing a veil for women in Iraq is a personal decision."

Muslim women generally wear headscarves or veils in public out of modesty, and female worshippers are required to wear an abaya or other loose robes in shrines and mosques.

But over the last several years, following the 2003 U.S.-led invasion and the fall of dictator Saddam Hussein, Western styles have crept into Iraq's fashion palate. Form-fitting clothing, stylish shoes and men's edgy hairstyles are commonly seen on the street. Some younger women have even begun to forgo the hijab, or headscarf.

Their parents ? and their parents' parents ? fear Western influence will drown out Iraq's centuries of culture and respect for religion.

"We as Iraqis do not respect our traditions," said Fadhil Jawad, 65, a gold seller near the Kazimiyah shrine. He estimated his profits have dropped by 10 percent in the last two weeks since authorities posted warnings about improper dress codes at the entrance to the market. He called the financial loss worth the lesson being imposed.

"Legs can be seen, there are low-cut shirts," Jawad lamented. "And all, very, very tight. I think these Iraqis who are wearing these things have come back from Syria, Dubai and Egypt. They probably spent too much time in nightclubs. The families in Kazimiyah are conservative. These young people ? nobody can control them. They should be given freedoms, but they should know their limits."

Several young adults strolling the Kazimiyah gold market on Sunday accused the religious class of trying to pull Iraq back to the dark ages, a sentiment that human rights activist Hana Adwar echoed.

"It is an aggression on the rights of not only religious minorities, but also on secular Muslim women who do not want to wear veils," said Adwar, head of the Baghdad-based Iraqi Hope Association.

Men, too, have been targeted in the fashion flap: Edgy haircuts, tattoos and body piercings have angered religious authorities. But Hassan Mahdi, 22, said he does not care.

"No, hell no, nobody can tell me what to do," said Mahdi, sporting a tight turquoise Adidas tracksuit and a trendy moptop hairdo at the Kazimiyah market.

So far, it appears, the fashion police have stopped short of taking any real steps. Guards at two security checkpoints in Kazimiyah said they have not been ordered to stop daring dressers from entering the market, and 17-year-old Ali Sayeed Abdullah said his slicked-up pompadour didn't prevent him from going into the shrine. "Nobody objected," he said. "But if there is a ban on this, I will change it," referring to his hairstyle.

But some women have been handed tissues at Kazimiyah checkpoints and told to wipe off their makeup before entering the market, said resident Hakima Mahdi, 59.

"This is very good," she said, smiling broadly, sheathed in a black cloak with an extra abaya covering her head. "It's respect to the imam, respect to this holy place."

(AP) ? Serena Williams does not enjoy viewing videos of her losses. Not one bit.

She used to engage in that sort of film work, Williams said, but "it was so painful; it was like stabbing myself."

So even though Williams knew her third-round opponent at the U.S. Open would be the same woman she lost to at the Australian Open, preparing by studying a replay of that January defeat simply was out of the question.

Did not seem to matter at all.

After splitting Saturday's first eight games against 42nd-ranked Ekaterina Makarova of Russia, the fourth-seeded Williams got into high gear and breezed to a 6-4, 6-0 victory, reeling off the last eight games in a row.

"Definitely was motivated. Knowing that I lost; could definitely happen again. Did not want that to happen," said Williams, who hit 13 aces to raise her tour-leading total this season to 408.

"I really hate watching matches that I lose, unless I'm punishing myself," added the 14-time Grand Slam champion. "I didn't punish myself."

She hasn't been losing much lately.

Since the only first-round Grand Slam exit of her career, against 111th-ranked Virginie Razzano at the French Open on May 29, Williams is 22-1 in singles, including the title at Wimbledon and gold medal at the London Olympics.

That sort of excellence sure saves money for clothes: Williams said she threw out all of the dresses she brought to Paris to wear during matches there.

No such problems so far in New York, where Williams has dropped only 12 games entering her fourth-round match against 82nd-round Andrea Hlavackova of Czech Republic. Hlavackova, the 2011 French Open doubles champion, bawled on court after her 5-7, 6-4, 6-4 win over 14th-seeded Maria Kirilenko, whose boyfriend, Washington Capitals star Alex Ovechkin, was in New York to cheer for her.

The woman Williams beat in the Wimbledon final, second-seeded Agnieszka Radwanska, dealt with the 90-degree heat and former No. 1 Jelena Jankovic with equal aplomb during a 6-3, 7-5 victory.

"I was melting there," Radwanska said. "I survived the match."

She wasn't the only one who felt that way.

Olympic champion Andy Murray, still seeking his first Grand Slam title after four losses in finals, eked out a 7-6 (5), 7-6 (5), 4-6, 7-6 (4) victory over No. 30 Feliciano Lopez, who led in each of the three tiebreakers before faltering.

"Could have gone either way," Murray acknowledged. "It was very hot and humid in the middle part of the match. I was struggling a bit with that."

The man he beat for the gold at the Summer Games, and lost to in the Wimbledon title match, Roger Federer, is also Murray's potential semifinal opponent in New York. Federer, as is often the case, barely was bothered Saturday while dismissing No. 25 Fernando Verdasco 6-3, 6-4, 6-4.

Five of Federer's record 17 Grand Slam titles came at Flushing Meadows, and he's sure looking capable of adding to those numbers.

"He didn't give me many chances with his serve," observed Verdasco, who held only one break point and failed to convert it.

Federer also was pretty good at the net, winning 26 of the 27 points when he moved forward. He next will take on No. 16 Gilles Simon or No. 23 Mardy Fish. They were due on court Saturday night, after former No. 1 Ana Ivanovic overcame a poor start, 56 unforced errors and a partisan crowd to beat 19-year-old American Sloane Stephens 6-7 (4), 6-4, 6-2. Ivanovic also eliminated Stephens in the third round at Flushing Meadows a year ago.

Murray gets No. 15 Milos Raonic, who hit his 29th ace of the day, and 89th of the week, to cap a 6-3, 6-0, 7-6 (3) victory against 32-year-old American wild-card entry James Blake.

Other men winning Saturday included No. 11 Nicolas Almagro, who ended the run of 19-year-old American Jack Sock 7-6 (3), 6-7 (4), 7-6 (2), 6-1 and now will play 2010 Wimledon runner-up Tomas Berdych, a four-set winner over No. 27 Sam Querrey; No. 12 Marin Cilic, who defeated No. 17 Kei Nishikori; and 50th-ranked Martin Klizan of Slovakia, who beat No. 32 Jeremy Chardy.

On Saturday against Makarova, things were even at 4-all in the first set, before Williams held serve to go up 5-4. In the next game, Williams broke the left-handed Makarova for the first time to take the opening set and seize control in Arthur Ashe Stadium.

At 15-all, Williams hit a backhand winner down the line. Then she earned a set point with big forehand to a corner that allowed her to put away a swinging backhand volley winner. And when Makarova pushed a down-the-line forehand long to cap the set, Williams let out a loud, excited yell of "Come on!"

Beginning to put the match out of reach, Williams got another break point the next time Makarova served with a reflex forehand volley passing shot off an overhead, and followed up with a strong backhand approach that her opponent couldn't handle. That made it 2-0 in the second set, and Williams' older sister, seven-time major champion Venus, applauded from her seat in the stands.

In all, Williams won 32 of 40 points on her serve and never faced a break point.

By the time it was over, she also held a 31-10 edge in winners, moving a step closer to adding a fourth U.S. Open trophy to the ones she won in 1999, 2002 and 2008.

The last time these two women played each other, it wasn't close, either. The difference, surprisingly, was that Makarova won 6-2, 6-3 in the fourth round in Melbourne. She got plenty of help from seven double-faults and 37 total unforced errors by Williams, who joked that day, "Maybe I should have started serving lefty."

That loss remains the only one for Williams in 22 Grand Slam matches against lefties.

"She served so much better than she did in Australia. So when she's serving that good, it's really tough to play against her," Makarova said. "I knew she would start aggressive, because that's how it is anytime she loses and she really wants to beat someone."

After Saturday's victory in the rematch, Williams, who turns 31 this month, was asked during an on-court interview about decisions by her contemporaries Andy Roddick, 30, and Kim Clijsters, 29, to quit professional tennis after the U.S. Open.

"I'm nowhere near close to retiring," Williams replied, drawing a roar of approval from the crowd. "I can't leave you guys. I love this sport way too much, and now that Andy and Kim are done, I feel that I need to stay out here for the tennis. I'm not going anywhere."

Clijsters is.

The four-time major champion and former No. 1-ranked player headed into retirement after she and Bob Bryan lost their second-round mixed doubles match against Makarova and Bruno Soares. Clijsters announced months ago the U.S. Open would be her last tournament, and she already was out of singles and women's doubles.

Clijsters bid adieu to the sport with her husband and 4-year-old daughter sitting in the stands at Court 17.

"I've been telling her I'm going to be home a lot when this tournament is completely done," Clijsters said. "I don't think she understands the meaning of the word 'retirement.'"

Feds end probe of Arizona's Arpaio; no charges

The federal government has closed a criminal probe of alleged financial misconduct by Arizona lawman Joe Arpaio, who styles himself as "America's toughest sheriff," and no charges will be filed, the U.S. Attorney's Office said on Friday.

A separate federal investigation relating to allegations of civil rights abuses by Arpaio's office is continuing.?

The announcement on Friday marked the end of an investigation that began in November 2010 at the behest of the Maricopa County Board of Supervisors to examine alleged financial improprieties by the county sheriff and his deputies.

A federal criminal inquiry into several of those matters was concluded last summer with the U.S. Attorney's Office in Arizona declining to initiate criminal charges.?

Maricopa County authorities were informed on Friday that federal prosecutors had likewise declined to bring charges in connection with allegations that the sheriff's office had misused county credit cards or misspent money from jail facilities excise taxes.

In addition, the U.S. Attorney's Office declined to prosecute two former officials of the county attorney's office who were accused of wrongfully prosecuting a local judge.

Assistant U.S. Attorney Ann Birmingham Scheel said in a statement that her office "is closing its investigation into allegations of criminal conduct by current and former members of the Maricopa County Sheriff's Office and the Maricopa County Attorney's Office."

Arpaio, who returned from the Republican National Convention on Friday night, said he was "very happy" with decision.

"I send my appreciation to the federal government for their hard work in clearing my office," he said in a news briefing.?

Arpaio, 80, who is seeking re-election to a sixth term as sheriff in November, has been under a separate federal inquiry since 2008 over allegations that he and his deputies engaged in an extensive pattern of civil rights abuses.

Arpaio denied any wrongdoing, and said he would cooperate with investigators.

Assistant U.S. Attorney Ann Birmingham Scheel, acting on behalf of the United States due to the recusal of U.S. Attorney John S. Leonardo, commended the joint investigative efforts of the prosecutors and the FBI special agents who conducted the investigation.

Scheel said her office advised Maricopa County Attorney Bill Montgomery of the decision.

Arpaio, first voted into office in 1992, has been elected five times and is seeking a sixth term.

The federal government today sued Arizona Sheriff Joe Arpaio and the state's most populous county, accusing them of racial profiling directed at Latinos. Pete Williams reports.

In July,?Arpaio said that volunteer investigators working for him concluded that President Barack Obama?s birth certificate is not legitimate.

"At the very least," he said at a news conference, "I can tell you this, based on all of the evidence presented and investigated, I cannot in good faith report to you that these documents are authentic."

Also in July, Arpaio denied in testimony in a class-action lawsuit that his deputies targeted people because of the color of their skin.

He was testifying?whether police can target illegal immigrants without racially profiling Hispanic citizens and legal residents.

"I am against anyone racial profiling ... today as in my 50 years in law enforcement," Arpaio told the court during cross-examination.?

Arpaio is also known for outfitting?county jail inmates in pink underwear, claiming?the pink shorts are less likely to be smuggled out of jail and sold on the black market, and for housing inmates in a Tent City jail in Phoenix, even when Sonoran Desert summer temperatures soar to 115 degrees.

China won't challenge WTO ruling in U.S. bank card row

GENEVA/WASHINGTON (Reuters) - The United States welcomed China's decision on Friday not to appeal a trade panel ruling that Beijing discriminated against U.S. bank card suppliers such as Mastercard Inc and Visa Inc in favor of a state-owned enterprise, China UnionPay.

"Fair and open financial services markets are critical to facilitating global trade," U.S. Trade Representative Ron Kirk said in a statement, noting that China now had 30 days to say how it would comply with the World Trade Organization's July 16 ruling.

The U.S. case accused China of imposing a series of measures dating back to 2001 that discriminated against foreign suppliers of electronic payment systems that allow consumers to make purchases using credit, debit, prepaid and other payment cards.

More than $1 trillion worth of electronic payment card transactions are processed in China each year, making it a hugely attractive market for U.S. electronic payment services firms such as Visa and MasterCard.

"The WTO panel agreed that China's pervasive and discriminatory practices are unfair to American suppliers of electronic payment services and discriminate at each stage of a payment card transaction," Kirk said.

"The message to the Government of China is that those practices must end," Kirk said.

As many as 6,000 jobs could be gained from increased access to China's electronic payments market, Kirk's office said.

China had until Friday to notify the WTO whether it intended to appeal the July decision.

In a statement, Beijing played down the significance of the panel's ruling, even though the United States heralded it as a major victory in its effort to open China's financial services sector to more foreign competition.

"In fact, China's electronic payments market is already very open," China's Commerce Ministry said. "The panel's decision rejected the U.S. charges that UnionPay was the only service provider, and affirmed that (China's policy) does not prevent foreign service providers from entering China's market."

Although the July ruling found that China UnionPay (CUP) had a monopoly on yuan payment cards issued and used in China, it rejected the U.S. claim that CUP was an "across-the-board monopoly supplier" for all transactions denominated in yuan.

A U.S. diplomat, according to a transcript that did not identify individuals by name, told the WTO's Dispute Settlement Body the United States was disappointed the ruling had stopped short of branding CUP as a "monopoly or exclusive supplier".

China's representative at the meeting said that claim had been the centerpiece of the U.S. case, and China commended the dispute panel for rejecting it.

However, despite China's decision not to appeal, the Chinese official also said that the ruling was not entirely free from error, and China was "troubled" by parts of it.

The Chinese Commerce Ministry, in its statement, said China believed "cooperation and competition" between domestic and foreign companies would help develop its payments market.

"China will continue to push forward with reform and opening up and international cooperation in the electronic payments market," the ministry said.

Five Areas Where Nokia's New Windows Phone Can Stand Out

Now Samsung has set the scene, it?s time for Nokia to step up to the plate and take a swing with their new Windows Phone 8 powered smartphones. Leaks aside (and if you really want to find them, there are plenty other websites out there with spy shots, images, and rumoured specs, Bing is your friend), the upcoming announcement in New York on September 5th is going to be a pivotal one for Nokia, for the Windows Phone ecosystem, and the world of smartphones as a whole.

Outside of the specifications of the device and the inclusion of Windows Phone 8 as the operating system, what will I be watching out for during the launch?

Nokia?s PureView Imaging Technology

Potentially Nokia?s last big Symbian powered phone the Nokia 808, announced at Mobile World Congress (and walking away with the ?Best In Show? award), featured a jaw dropping 41 megapixel sensor. It wasn?t just for ?big? images but the software allowed far more oversampling and processing of an image, providing very high quality images, improved low light performance, and lossless zoom.

It also led to a rather distinctive bulge on the back of the 808, but the image aficionados were happy with that as a trade off.

It?s unlikely they would want to add a bulge to a stylish and modern smartphone, but I see no reason why a sensor of 20 megapixels or so, coupled with the PureView software technology, won?t be in the flagship device. The Lumia 800 and Lumia 900 camera was comparatively poor, and Nokia will want to reclaim their image as leaders in smartphone imagery with the new devices.

The Ongoing Styling Story

Thanks to recent court cases, a lot of people will be looking at the physical design of the device hoping they can make a few snarky comments on Twitter. They should rest easy, Nokia have consistently been using the ?pillow style? shape on their handsets from the Symbian powered Nokia N8? through to the Windows Phone Lumia 900. Expect to see rounded long edges, flattened profiles at the top and bottom, and a very shallow curve over the glass and the rear of the unit.

If you want to be snarky, stick this industrial design next to an iPhone 4S and point out that every sharp edge on the iPhone is a curve on the Nokia, and vice-versa.
