Merit scholarships ? Gas station without pumps

My son is just finishing his sophomore year of high school, so I?m spending some of my time thinking about getting him into college.? The two main concerns at this point are finding a college that is a good fit for him and paying for it.? We?ve been saving for college since he was born, and he is an only child, so we?re in better shape financially than most.? Still, we had been counting on the public universities as a reasonably priced option, and that has been getting gradually less realistic as the state support for higher education collapses around the country. Because our savings mean that we are not likely to get much need-based aid (except at very expensive schools), we?ve been hoping that he could get some merit-based aid, which is gradually coming back into favor after a few decades of schools only providing need-based aid and athletic scholarships.

One blog that I?ve been reading recently is Cost of College, which collects news items about college finances and discusses them.? Sometimes the author (Grace) is a little too easily swayed by propaganda pieces (like the misleading statistics in ?changes in tuition were not driven by changes in state?appropriations?), but she often finds interesting news items and web pages.

One item she pointed to was a CBS news article from August 2011 about merit scholarships: University Reveals the Secrets of Winning Merit Scholarships, a report by Lynn O?Shaughnessy on analysis by the University of Rochester?s dean of undergraduate admissions and financial aid of the merit aid given to the incoming class in Fall 2011.? This was not a policy statement or guidelines, but a post hoc analysis of what differences various factors made in the final award amounts.? Following journalistic tradition, Ms. O?Shaughnessy quoted her source as if she had done an interview, but did not point to the real source document that had more information.? It appears to have been from a blog post by Dean Jonathan Burdick: ?What kind of scholarship can I get?? posted 1 June 2011.

There were a few surprises, like that having serious conversations with the admissions and financial aid counselors were worth about $3000 in financial aid, but each A on a report card was worth only $62 and each 10 points on total SAT was worth about $115, for a max of about $4100.?? Note that the recommended pre-admissions interview was only worth about $250?so the $3000 comes from going well beyond the normal level of discussion. It seems that negotiation skills are as important as academic ability in getting merit aid.

Interestingly, challenging courses were more valuable than high grades (though this might be because only those students with high grades were considered for admission?if everyone has nearly all As, the small differences in grades might not have much predictive value for amount of merit aid).

Letters of recommendation were important (having excellent letters added $1800).? Timeliness in completing the application was worth $400.? Filling out both FAFSA and CSS/Financial Aid Profile was worth $2500 (it is not clear from the CBS reporting whether this was an average of all recipients or a regression coefficient, but the original blog post made it clear that there was $2500 more merit aid for those filling out the forms).? The FAFSA form is free, but the CSS/Financial Aid Profile costs $25 plus $16/college (though some colleges provide a ?fee payment code? to cover the $16 reporting fee).? Still, if filling out the form ups the merit-based aid by $800 as Dean Burdick reports, it would be worthwhile (unless it also resulted in decreases in need-based aid).

Of course, Rochester is a high-price institution with a sticker price of $54k, so their typical merit aid of $10k?$12k still leaves the price at a high $42k?$44k.? It is not clear whether other universities have merit aid policies that favor the same students that Rochester favors, and lower-priced public universities generally have little merit-based aid.? I suspect that we should be planning on a minimum of $30k per year, after need-based and merit-based aid, and possibly as high as $45k.? So we?d need savings of $120k?$180k to avoid taking out loans. It seems that a bachelor?s degree now costs the student about a year or two of? faculty salary?it makes me wonder at what point it will become cheaper and more effective to cut out the university administration and hire top-notch tutors directly.

What is clear is that reference letters and direct contact with the admissions and financial aid officers are worth more than I would have expected, and grades worth less than I thought.? It may be worthwhile for my son to cultivate some adult contacts who could write him good recommendation letters (his theater teachers, science fair mentors, ?).

Syria killings may be 'crime against humanity': UN

The UN human rights chief said on Friday that the killing of 108 civilians by pro-government forces in Syria last week might constitute a "crime against humanity" as reports emerged of a new slaughter.

Syrian activists threatened a "volcano of rage" over the killings near the central town of Houla, in which 49 of the victims were children, as a deadline set by rebel fighters passed for the authorities to respect a UN-backed truce.

Scores of protests erupted around the country in response to the activists' call, as hundreds of mourners took to the streets of the central town of Qusayr for a mass funeral for the 12 workers whom activists said were summarily executed by government troops on their way home from their factory on Thursday.

Activists said security forces opened fire on demonstrators in Douma in the Damascus suburbs, in the main northern city Aleppo, and in Daraa, south of the capital, birthplace of the 15-month uprising against the government of President Bashar al-Assad.

"These acts may amount to crimes against humanity and other international crimes," Pillay told a special session of the Human Rights Council in Geneva, referring to the alleged role of the Syrian military and pro-government militia in the killing near Houla.

The Human Rights Council was meeting to discuss the massacre that triggered global horror and outrage, and debate a call for an independent inquiry into events.

Syria and the entire region are in danger if a full-fledged conflict erupts in the country, Pillay said in a statement read to diplomats.

The High Commissioner for Human Rights called on the international community to throw its weight behind the six-point peace plan brokered by UN-Arab League envoy Kofi Annan.

"Otherwise, the situation in Syria might descend into a full-fledged conflict and the future of the country, as well as the region as a whole could be in grave danger," she said.

Annan's peace blueprint was supposed to begin with a ceasefire from April 12 but the truce has been violated daily with another 13 people killed on Friday after 64 died on Thursday, according to a human rights watchdog.

Annan said on Friday he was "frustrated" over the bloodshed in Syria and urged Assad to take "bold action" to implement the peace plan.

The 12 workers killed on Thursday were on their way home from a fertiliser factory outside Qusayr, a town south of Houla, also in the flashpoint central province of Homs, activists said.

"The workers were on a bus when they were forced to stop at a checkpoint on the outskirts of Qusayr," said Salim Kabbani of the Local Coordination Committees, which organises protests on the ground.

"Regime forces tied their hands behind their backs and shot them."

Kabbani said abuses had become routine in Qusayr, a town southwest of the flashpoint central city of Homs. "The checkpoint where the workers were killed is dangerous, and people are often tortured there."

Amateur video posted on YouTube by activists showed bodies lain out side by side, several with bullet wounds to the head.

The footage, purportedly filmed when rebel fighters reached the scene to recover the bodies, included the voice of one man crying out: "This is my son, my son," as he tugged in vain at the leg of a corpse lying face up, his blue shirt and white trousers covered in blood.

Another video posted on Friday showed hundreds of people in Qusayr taking to the streets for a joint funeral for the slain workers.

A man bearing the Syrian independence flag led the cortege. Mourners chanted: "Oh God, we only have you to turn to," and: "We won't surrender, we won't surrender."

Green branches were laid on the white shrouds wrapped over the corpses as they were carried by pallbearers through the town.

The Britain-based Syrian Observatory for Human Rights said it had asked the UN mission in Syria to visit Qusayr as soon as possible to investigate the latest killings.

The Obseratory's head Rami Abdel Rahman told AFP that the persistent bloodshed made a mockery of the UN-backed ceasefire that was supposed to take effect from April 12.

"The ceasefire has been dead for a month," he said, adding that a full 2,287 of the more than 13,400 people killed since the uprising began had died since the nominal start of the truce.

With Arab and Western governments at odds with Damascus allies Beijing and Moscow over the best way to tackle the crisis, German Chancellor Angela Merkel held talks in Berlin with Russian President Vladimir Putin.

Putin rejected Western accusations that Russia was siding with Assad's government, insisting it supported neither side in the conflict, but he shared growing concerns of a slide into civil war.

"We are supporting neither side from which the danger of civil war is coming," he told reporters.

He underlined Moscow's position to any talk of Libyan-style military intervention in Syria. "You cannot do anything by force," he said.

Merkel said the two leaders had both agreed on the importance of backing Annan's peace mission.

"We both made clear that we are pushing for a political solution, that the Annan plan can be a starting point but that everything must be done in the United Nations Security Council to implement this plan," she said.

Court: Heart of gay marriage law unconstitutional

(AP) ? A federal appeals court Thursday declared that the Defense of Marriage Act unconstitutionally denies federal benefits to married gay couples, a groundbreaking ruling all but certain to wind up before the U.S. Supreme Court.

In its unanimous decision, the three-judge panel of the 1st U.S. Circuit Court of Appeals in Boston said the 1996 law that defines marriage as a union between a man and a woman deprives gay couples of the rights and privileges granted to heterosexual couples.

The court didn't rule on the law's more politically combustible provision, which said states without same-sex marriage cannot be forced to recognize gay unions performed in states where it's legal. It also wasn't asked to address whether gay couples have a constitutional right to marry.

The law was passed at a time when it appeared Hawaii would legalize gay marriage. Since then, many states have instituted their own bans on gay marriage, while eight states have approved it, led by Massachusetts in 2004.

The court, the first federal appeals panel to deem the benefits section of the law unconstitutional, agreed with a lower level judge who ruled in 2010 that the law interferes with the right of a state to define marriage and denies married gay couples federal benefits given to heterosexual married couples, including the ability to file joint tax returns.

The 1st Circuit said its ruling wouldn't be enforced until the U.S. Supreme Court decides the case, meaning that same-sex married couples will not be eligible to receive the economic benefits denied by DOMA until the high court rules.

That's because the ruling only applies to states within the circuit, including Massachusetts, Rhode Island, Maine, New Hampshire and Puerto Rico. Only the Supreme Court has the final say in deciding whether a law passed by Congress is unconstitutional.

Although most Americans live in states where the law still is that marriage can only be the union of a man and a woman, the power to define marriage had always been left to the individual states before Congress passed DOMA, the appeals court said in its ruling.

"One virtue of federalism is that it permits this diversity of governance based on local choice, but this applies as well to the states that have chosen to legalize same-sex marriage," Judge Michael Boudin wrote for the court. "Under current Supreme Court authority, Congress' denial of federal benefits to same-sex couples lawfully married in Massachusetts has not been adequately supported by any permissible federal interest."

During arguments before the court last month, a lawyer for gay married couples said the law amounts to "across-the-board disrespect." The couples argued that the power to define and regulate marriage had been left to the states for more than 200 years before Congress passed DOMA.

An attorney defending the law argued that Congress had a rational basis for passing it in 1996, when opponents worried that states would be forced to recognize gay marriages performed elsewhere. The group said Congress wanted to preserve a traditional and uniform definition of marriage and has the power to define terms used to federal statutes to distribute federal benefits.

Since DOMA was passed in 1996, many states have instituted their own bans on gay marriage, while eight states have approved it, including Massachusetts, Connecticut, New York, Iowa, New Hampshire, Vermont, Maryland, Washington state and the District of Columbia. Maryland and Washington's laws are not yet in effect and may be subject to referendums.

Last year, President Barack Obama announced the U.S. Department of Justice would no longer defend the constitutionality of the law. After that, House Speaker John Boehner convened the Bipartisan Legal Advisory Group to defend it. The legal group argued the case before the appeals court.

Gay & Lesbian Advocates & Defenders, the Boston-based legal group that brought one of the lawsuits on behalf of gay married couples, said the law takes one group of legally married people and treats them as "a different class" by making them ineligible for benefits given to other married couples.

"We've been working on this issue for so many years, and for the court to acknowledge that yes, same-sex couples are legally married, just as any other couple, is fantastic and extraordinary," said Lee Swislow, GLAD's executive director.

Two of the three judges who decided the case Thursday were Republican appointees, while the other was a Democratic appointee. Boudin was appointed by President George H.W. Bush, while Judge Juan Torruella was appointed by President Ronald Reagan. Chief Judge Sandra Lynch is an appointee of President Bill Clinton.

Google' s Computerized Glasses Will Hopefully ... - Business Insider

Google cofounder Sergey Brin, focused on research and development these days, is working particularly hard on a product called Google Glass.

In a video embedded below, he tells California's lieutenant governor that he hopes the product will come out in 2013.

Google Glass is a computerized glasses gadget. It will work kind of like a personal version of the "heads-up display" you see in fighter jets in the movies.

The glasses are very controversial.

Around our newsroom, some people will say they would never wear them, others ? like me ? can't wait to try them out.

If the right kind of third-party applications are built, these things are going to make life more fun, safer, and less expensive. Imagine the enhancements they might be able to bring to walking through new cities, shopping, going to sporting events, and even playing games like golf, bocce ball, or laser tag.

On the other hand, there is a valid viewpoint that Google, a search engine company, shouldn't be wasting resources trying to build strange hardware products.
